The Brunswick County Board of Commissioners met for a regular meeting at 6 p.m. this Monday, May 18, 2026.

Staff presented the official Fiscal Year (FY) 2027 recommended budget to the Commissioners during this meeting. The recommended budget can be viewed in the Brunswick County Agendas and Minutes Portal and at brunswickcountync.gov/budget.

*Note: During the May 20 meeting, the Board determined it did not need to hold a possible study session that was tentatively scheduled for 1-3 p.m. before the regular meeting on Monday, June 1.

VI. Presentations

Planning – UDO Modernization Project Schedule Update: The Board received an update on the UDO Modernization Project and upcoming schedule. No vote was taken on this item. The presentation is available on the Agendas and Minutes Portal.
The new development ordinance will ultimately be renamed/branded as the Land Development Ordinance (formerly Unified Development Ordinance). The planned project timeline is outlined below.
May 2026: Staff Review and Community Meetings
June 2026: Focus Groups, Planning Board Review, and Commissioners Review
July 2026: Ordinance Finalized
August 2026: Joint Planning Board and Board of Commissioners Public Hearing (anticipated)
Brunswick County Planning will host three community meetings on Tuesday, May 26 (St. James), Wednesday, May 27 (Winnabow), and Thursday, May 28 (Shallotte). All meetings begin at 6 p.m. Click here to learn more about the three community meetings about the proposed new development ordinance.
VII. Public Hearings
- Administration – Public Hearing for Bond Order Authorizing the Issuance of $349,600,000 General Obligation School Bonds of the County of Brunswick, North Carolina: The Board held a public hearing on the proposed bond order authorizing the issuance of $349,600,000 general obligation school bonds. There were four speakers. Following the closing of the public hearing, the Board unanimously adopted the public hearing minutes and bond order included in the agenda packet for the item.

Administration – Resolution Setting a Special Bond Referendum and Directing the Publication of Notice of a Special Bond Referendum and Notification of the Board of Elections: The Board unanimously approved the resolution setting a special bond referendum and directing the publication of notice of a special bond referendum and notification of the Brunswick County Board of Elections.

Administration – Initial Resolution for Installment Financing Contract Related to Limited Obligation Bonds, Series 2026: The Board unanimously approved the initial resolution authorizing the negotiation of an installment financing contract, calling a public hearing for June 1, 2026, and making certain findings related to limited obligation bonds, series 2026. These limited obligation bonds would be used to finance the acquisition, construction, renovation, redevelopment, equipping, and improvement of County administrative facilities, including, but not limited to, a portion of a new Health and Human Services/Emergency Operations Center building and the refinancing of existing projects including the construction of an addition to North Brunswick High School and a gymnasium/multipurpose building at Waccamaw School, which are related to Limited Obligation Bonds, Series 2015A.

Administration – Recommended Budget Ordinance, Capital Improvement Plan, and Schedule of Fees for FY 2027: The Board received the recommended budget ordinance, capital improvement plan, and schedule of fees for FY 2027. The Board unanimously approved the scheduling a public hearing on the FY 2027 recommended budget for June 1, 2026, at 3 p.m. The intent is to continue the public hearing into the next meeting on Monday, June 15. The Board also determined that it did not need to hold a study session which was tentatively scheduled for 1-3 p.m. before the next meeting on June 1 if deemed necessary.

Operation Services – FEMA PTC #8 Landfill Equipment Project: The Board unanimously approved the goods and services agreements with Linder Industrial Machinery Company, James River Equipment of Virginia, LLC and Gregory Poole Equipment Company to replace landfill equipment damaged during Potential Tropical Cyclone #8.
- Utilities – McGill PSA - Sewer Pump Stations Rehabilitation Project: The Board unanimously authorized the Chairman and the Clerk to the Board to execute a professional services agreement with McGill Associates in the amount of $1,248,000.00 for services associated with the Sewer Pump Stations Rehabilitation project.

Public Comment and Public Hearings
Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
